TISI is a multistakeholder partnership, and an initiative of the Cape Peninsula University of Technology (CPUT). Founded at the second Community Informatics Research Network conference, held in Cape Town in 2005 and hosted by CPUT, it is a "Section 21" (non-profit) company registered in South Africa. It aims to act as a facilitator and third party in engagements and interventions that are intended to improve the circumstances and prospects of communities of all kinds, but especially those with special needs.
